Master rota-clerk, Concordance rota office
At a glance
A man who has worn the same weight of coat in every season since 1841.
Heavy, settled.
Reading glasses pushed up; forty years of index-card paper-cuts.
Their story so far
Forty-one years in the rota office, the last nineteen as master clerk. Has personally assigned nearly every practitioner in the river counties at least once. Refuses roughly two hundred pairing requests a year and keeps every one of them.
The crack in them
Is right, knows he is right, and has mistaken being right for having discharged his whole duty to the people in front of him.
How they sound
Rumbling, unhurried bass. The voice of a man reading a regulation aloud to someone who already knows it, kindly, and for the third time.
Their music
A slow, even pizzicato — the sound of cards going back into a drawer in order.
What they carry
- The refusals drawer, which is larger than the approvals drawer.
- A fountain pen given to him by a pair he separated in 1849.

Physical Description
Male, short, heavy and settled. He has worn the same weight of coat in every season since 1841. His reading glasses are pushed up, and he carries forty years of index-card paper-cuts. His voice is a rumbling, unhurried bass, like a man kindly reading a regulation aloud for the third time to someone who already knows it.
Goal
Uphold the Rotation, article one, against every request, including the good ones.
Flaw
Is right, knows he is right, and has mistaken being right for having discharged his whole duty to the people in front of him.
Secret
Secret — select to reveal
He keeps every refusal he has ever written, roughly two hundred a year for forty-one years, and remembers each one. Aurel Kestenbaum's is in there.

No one in this world can work magic alone. A Strange Resolution for consonance needs a partner present and in synchrony; without one, the Dealer should rule it impossible rather than call for a Resolution. Two practitioners working together is a natural Group Resolution.
